Aaron Cutler

Aaron Cutler joined Hogan Lovells from Capitol Hill in 2014 as a partner in the legislative group. His practice focuses on legislative and regulatory matters before the U.S. Congress in a variety of sectors, including energy and natural resources, banking and financial services, and technology-media-telecom.

Prior to joining the firm, Aaron served as Senior Advisor for Policy and Outreach for the House Majority Leader Eric Cantor. In this role, Aaron served as the Leader's direct liaison to the House Committees on Financial Services, Natural Resources and Energy and Commerce. As a senior advisor to the Majority Leader, Aaron coordinated legislative strategy with Chairmen, Members and their staff, and other Leadership and Committee offices. Aaron also led outreach efforts to the business and finance community and frequently traveled with the Leader. Acknowledging the depths of his relationships, Chairmen, Members and staff would frequently call upon Aaron to facilitate introductions and meetings to corporate and investment fund executives.

He began his Hill career as a Counsel on the Energy and Commerce Committee staff under Rep. Joe Barton of Texas focused on energy issues. He then advanced to be the Deputy Policy Director and Counsel under Chairman Fred Upton of Michigan with a broad policy portfolio: energy, cybersecurity, high-tech and telecommunications.

Aaron also served as a senior policy advisor and counsel on the House Committee on Natural Resources.

During his time on Capitol Hill, Aaron was named one of the top 5 staffers for energy and environment issues by National Journal. He is a sought after speaker at industry conferences.

Aaron began his professional career in New York as an Associate at two different international law firms, where he focused on regulatory and transactional matters with a specialization in futures and derivatives law. He also formed new private investment funds and structured complex financial instruments, including mortgage-backed securitization securities.
