Allen O'Neil helps cooperative, municipal and industrial clients address their energy regulatory and transactional needs, including handling matters concerning financing, power supply agreements, general corporate matters, and electric facility acquisitions, development and operations.

Mr. O'Neil has negotiated and drafted asset purchase agreements, construction and joint ownership agreements, and power supply agreements.
In the financing arena, Mr. O'Neil has a rich background in secured and unsecured asset and corporate financing. He has assisted clients in obtaining and complying with credit facilities for long-term, construction/interim and short-term asset financing, and with general purpose lines of credit. Mr. O'Neil has extensive experience negotiating loans with the Rural Utilities Service, National Rural Utilities Cooperative Finance Corporation, CoBank and other lenders.
