Analea J. Patterson

Analea Patterson,

a partner in the Sacramento office, is a member of the Litigation Division.

Ms. Patterson's specific practice area is public policy and commercial litigation; and is focused on issues at the intersection of law and public policy. Ms. Patterson specializes in developing creative, multi-faceted solutions to business problems that incorporate litigation, legislative and regulatory strategies.

Ms. Patterson and members of Orrick's Public Policy Group have provided legislative and regulatory advice on a myriad of issues, including communications tax reform, internet retail sales, the secondary life insurance market, data center incentives, off-label drug marketing, anti-trust and unfair competition issues related to retail discounting programs, and satellite TV dish placement ordinances. Ms. Patterson's litigation work is focused on lawsuits with a connection to her public policy practice, including constitutional challenges and statutory interpretation lawsuits, and state and local tax disputes.

Prior to joining Orrick, Ms. Patterson held positions in executive and legislative branches of California state government. She served as Special Assistant for Policy and Planning to California Attorney General Bill Lockyer, Legislative Director for Assemblywoman Gloria Romero, and as a Policy and Legislative Director for Lieutenant Governor Gray Davis. Ms. Patterson also has substantial campaign experience, including serving as day-to-day campaign manager to Bill Lockyer's successful 1998 and 2002 campaigns for California Attorney General.

Ms. Patterson took a leave of absence from Orrick in 2011 to serve as senior advisor during the transition for incoming California Attorney General Kamala D. Harris. She also serves on the Advisory Board of the Voluntary Legal Service Program of Northern California.
