Andrew joined Reed Smith in 2002 and is a member of the firm's Global Regulatory Enforcement Group. Andrew’s practice consists of complex fraud, competition, and commercial litigation matters.
First, Andrew's practice includes extensive experience representing pharmaceutical companies, health care institutions, and government contractors that have been sued under the civil False Claims Act by the United States and by qui tam relators. His practice includes experience with all facets of the False Claims Act, from counseling clients on ways to avoid and mitigate False Claims Act liability, internal investigations concerning claims of fraud, responses to government investigations, negotiations with counsel for the government and private relators, and substantial motions practice through the final judgment of litigated cases. By integrating his False Claims Act experience with knowledge of the government contract and health care industries, Andrew has successfully represented many clients accused of False Claims violations.
Second, Andrew is a member of Reed Smith’s Antitrust and Trade Regulation group, and frequently represents clients in antitrust and competition matters. He represents clients in investigations by the U.S. Justice Department, the Federal Trade Commission, state Attorneys General, and in private antitrust litigation. He also counsels clients on antitrust issues involving subject matters ranging from collusion and monopolization, mergers and acquisitions, and product distribution.
Finally, Andrew has experience in representing and counseling clients in a wide variety of legal issues and matters, including complex commercial litigation, financial services litigation, class action defense, and intellectual property matters.
