Andrew Keller

Andrew Keller counsels and represents clients on a broad range of international trade and regulatory matters. He leverages his extensive legal and foreign policy experience to advance and protect their business interests in relation to sanctions, export controls, counter-threat finance, and other national security matters.

Andrew has engaged with companies around the world and across almost all major industry sectors to explain how U.S. sanctions and sanctions relief impact their business. He combines a deep understanding of the internal workings of the Executive Branch and Congress with the ability to deliver practical and timely solutions to complex problems.

Before joining Hogan Lovells, Andrew served as Deputy Assistant Secretary in the Bureau of Economic and Business Affairs at the U.S. Department of State. In that role, he led the Department's efforts on economic sanctions, counter-ISIL finance and other threat finance matters, including supply chain transparency related to Section 1502 Dodd-Frank. He played a key leadership role in developing and implementing the sanctions relief aspects of the nuclear agreement with Iran known as the Joint Comprehensive Plan of Action (JCPOA); coordinating with counterparts in Europe and Asia on Russia sanctions; and developing and implementing the easing of sanctions against Cuba and Myanmar. As a principal liaison between the State Department and the Office of Foreign Assets Control (OFAC) of the U.S. Department of the Treasury and the Bureau of Industry and Security (BIS) of the U.S. Department of Commerce, he oversaw the State Department's foreign policy review of OFAC and BIS license applications.

Andrew also served as Deputy Legal Adviser at the State Department and was Chief Counsel to the U.S. Senate Committee on Foreign Relations (SFRC).
