Anthony Samson is a registered lobbyist located in Sacramento, where he advocates for clients before the California Legislature, the Governor's Office, and regulatory agencies on a broad range of issues, with a focus on environmental, chemical, energy, housing and land use, hazardous waste, water, and food and agricultural policy. Mr. Samson's legislative and regulatory advocacy capabilities have been recognized by some of California's most well-respected policy experts. According to Allan Zaremberg, President and CEO of the California Chamber of Commerce, "Anthony's sharp political mind combined with his deep knowledge of California's complex environmental and chemical laws make him an expertly qualified lobbyist in both the legislative and regulatory arenas."
Before joining Arnold & Porter, Mr. Samson was a Policy Advocate for environmental, chemical, and land use issues at the California Chamber of Commerce, the largest business advocacy organization in the state, with more than 14,000 member companies. While at CalChamber, Mr. Samson became known for his ability to assemble large industry-wide coalitions to achieve positive outcomes on dozens of legislative and regulatory proposals. For example, Mr. Samson led a broad-based coalition to secure amendments and ultimately remove opposition to an extraordinarily complicated environmental bill related to the protection of Native American sacred sites under the California Environmental Quality Act (CEQA). He also spearheaded and managed one of the largest business coalitions ever assembled in California, consisting of over 250 companies and organizations, to substantially improve a regulatory proposal by the Office of Environmental Health Hazard Assessment (OEHHA) regarding warning requirements under Proposition 65.
Mr. Samson's advocacy capabilities are coupled with a legal background in environmental law. Prior to working at CalChamber, he was a land use and environmental litigator, defending a variety of land use projects from legal challenges brought under CEQA, the Surface Mining and Reclamation Act (SMARA), and local planning and zoning laws. Mr. Samson also served as a Deputy Environmental Attorney at the California Department of Transportation and worked directly under the Deputy Chief of Staff for Governor Arnold Schwarzenegger.
Mr. Samson received his JD from Michigan State University College of Law, where he served as Articles Editor to the Michigan State Law Review. He received a BA in Law and Society from the University of California, Santa Barbara.
