C. Stephen Davis focuses his practice almost exclusively on property tax counseling and controversies. His practice includes participating in rule-making and other proceedings before the California State Board of Equalization. Stephen was an active participant in the proceedings leading to adoption of SBE Rule 473 (assessment of geothermal properties) on behalf of the Geothermal Resources Association and SBE Rule 905 and Amended SBE Rule 905 (assessment jurisdiction for electric generation facilities) on behalf of the Independent Energy Producers Association. He also participated in the drafting of the Assessors’ Handbook Section 566 (assessment of petroleum properties) on behalf of the Western States Petroleum Association. Stephen also represented the California State Outdoor Advertising Association before the SBE for purposes of developing appraisal guidelines for billboards. Mr. Davis participated in developing the SBE's Guidelines for Substantiating Additional Obsolescence for Personal Property and Fixtures in 2010.
Stephen has authored articles published by the Journal of Multistate Taxation, California Tax Lawyer, Real Property Law Reporter and Property Tax Report.
Stephen regularly speaks concerning property tax issues, and addresses events hosted by the Independent Energy Producers Association, California Manufacturers Association, California Mining Association, American Bar Association, National Business Institute, Western States Petroleum Association, State Bar of California, Institute for Professionals in Taxation, and the California County Counsels’ Association, Taxation Section.
Stephen chaired the ABA/IPT Advanced Property Tax Seminar on behalf of the Institute for Professionals in Taxation in 2001, 2002, 2007, and 2008, as well as the 2010 IPT Property Tax Symposium.
