Cherie J. Owen

Cherie Owen's practice is focused on bid protest proceedings involving government contracts. As a former Deputy Assistant General Counsel in the U.S. Government Accountability Office (GAO), she resolved some of the most challenging bid protests on procurements ranging from thousands to billions of dollars under tight time frames involving issues such as solicitation challenges, proposal evaluation challenges (including technical, past performance, and price evaluations), organizational conflicts of interest, procurement integrity act violations, affirmative responsibility determinations, the conduct of discussions, and competitive range determinations.

Cherie's government experience also includes acting as a judge where she resolved appeals of contracting officers' final decisions regarding contract claims for legislative branch agencies, including holding hearings, researching issues, and writing decisions, and as a senior attorney where she handled more than 600 protests and issued more than 500 decisions.

Cherie has spoken extensively at conferences, symposiums, panels, and webinars on procurement. She is a member of the American Bar Association and serves on several committees of the Public Contract Law Section. She is also a member of the Federal Bar Association, Capitol Hill Chapter and the Board of Contract Appeals Bar Association
