Chris Kramer

Eminent domain and condemnation litigation form the bedrock of Chris Kramer's practice. Chris primarily represents condemning authorities. His project experience includes acquiring or condemning property for new or expanding urban freeways, roads and parkways, traffic interchanges, bridges, transit, light rail, flood control, airports, parks, wetlands, public buildings and utilities.

Chris' mantra: Project delivery cheaper, better and faster. Chris often collaborates with the project design team early in the life of a project. He evaluates plans and explores design alternatives to identify and mitigate project impacts and avoid costly litigation. Chris makes a point to coordinate the legal needs of a project with the needs of other stakeholders. He guides clients through complex federal and state regulations, helps obtain timely clearances and agreements and negotiates and drafts project documents.

Chris also helps clients choose appraisers and identify other consultants, who are not only technically competent but also make good witnesses, because he believes that the best way to avoid litigation is to be well prepared for it.

Chris has spoken at dozens of programs on eminent domain and related topics, including presentations at the National Eminent Domain Conference, the Arizona Eminent Domain Conference (co-chair, 2007-2009), the International Right of Way Association, the Transportation Research Board of the National Academies, and the American Council of Engineering Companies. He has served as co-chair of the biannual Arizona Condemnation Summit since 2009.
