David Rose was responsible for the formation of a Government Relations practice in the firm’s Connecticut office, complementing Wilson Elser’s long-established lobbying practice in Albany, NY. David advises a diverse client base on public policy, legislation, regulation, procurement and appropriations matters before the Connecticut legislature and executive branch. He is also a member of Wilson Elser’s multidisciplinary Affordable Care Act Team.
As a former senior counsel to two speakers of the Connecticut House of Representatives, David is intimately familiar with the members and inner workings of state government and the people, processes and politics that drive government action in Connecticut. He also previously served as an assistant counsel to three governors of the State of New York.
David’s depth of knowledge of Connecticut state government enables him to identify alternative pathways for resolving a particular client issue and to develop a creative legislative or regulatory remedy that ultimately meets the client’s needs.
