David C. Whitestone

David Whitestone is an attorney in the Public Policy & Regulation Practice Group and oversees the provision of legal and legislative counsel services to firm clients. He is admitted to practice in Washington, D.C., and the commonwealth of Virginia.

Mr. Whitestone's practice includes the representation of corporations, nonprofits and municipal entities before the legislative and executive branches of the federal government. Since entering private practice, he has successfully counseled organizations interested in partnering with federal agencies in the Department of Transportation (Federal Aviation Administration, Federal Transit Administration and Federal Highway Administration), Department of Homeland Security (Transportation Security Administration and Customs and Border Protection), Department of Defense, Department of Commerce, the National Transportation Safety Board and others.

Mr. Whitestone chairs the firmwide Transportation Industry Practice, which has been recognized by Chambers USA as one of the best performing transportation practices in the nation. This firmwide initiative coordinates the legal, regulatory and public policy efforts of the firm's many aviation, rail, trucking, transit, intermodal, maritime and asset-based finance clients.

Prior to joining private practice, Mr. Whitestone worked in the U.S. House of Representatives and was an associate staff member on the House Appropriations Committee. During his time on Capitol Hill, he assisted in the development and review of high-level federal agency budgets and served as a press secretary, working with media outlets in large, medium and small markets. By leveraging his knowledge of the congressional process, he has built a reputation as an effective advocate in the development and implementation of congressional and budgetary strategies, legislative drafting, appropriations and multiyear authorization matters.

Mr. Whitestone is a partner in the Washington, D.C., office and is an elected member of Holland & Knight's managing Directors Committee. He is chairman of the Washington Airports Task Force and has been recognized as a top Washington, D.C., lawyer by the Washington Business Journal. In addition, Mr. Whitestone has also been acknowledged as a Top Advocate in the area of municipal representation by The Hill.
