Dave’s primary focus is as bond counsel and underwriter's counsel on tax-exempt bond financings for hospitals, retirement communities, colleges, universities, secondary schools and other nonprofits. Dave also devotes a significant portion of his practice to representing banks and other financial institutions that purchase tax-exempt bonds and issue letters of credit and liquidity facilities in connection with tax-exempt transactions. He also frequently represents borrowers, trustees and economic development authorities on tax-exempt financings and public-private partnerships.

Dave has been with McGuireWoods since joining the firm in 1978, and was instrumental in expanding the firm's public finance group from three lawyers in the Richmond office to more than twenty-five lawyers in McGuireWoods offices throughout the country.

Dave is the senior member of the firm’s public finance group, currently serves on the firm's Board of Partners, and is the former chair of the firm's capital markets department.
