Deborah Hartmann Henry

Deborah Hartmann Henry has served as bond counsel, disclosure counsel, underwriter’s counsel, borrower’s counsel, and special counsel on myriad financings in jurisdictions across the country, including Connecticut, New York, Missouri, New Jersey, California, Massachusetts, Rhode Island, Florida, the Commonwealth of Puerto Rico, and Washington, D.C.

Debby’s broad practice includes tax-exempt and taxable revenue bond transactions involving water and sewer projects, airports, colleges and universities, stadiums, transportation, public power, and housing and health care facilities. She has also served as bond counsel on numerous general obligation bond financings and has drafted legislation at the state level.

Debby also has extensive experience drafting primary financing documents, including official statements, purchase contracts, escrow agreements, indentures, bond resolutions, and continuing disclosure documents.
