Elaine’s practice focuses on energy and utility regulation, in addition to mergers and acquisitions. She has assisted in representing utility clients in complex regulatory litigation primarily before the Virginia State Corporation Commission, including proceedings involving base rate and rider cost recovery, demand-side management and energy efficiency programs, and affiliates act approvals. Elaine also advises clients on discovery issues, codes of conduct and affiliate transactions, customer promotions, and other regulatory compliance matters.

Elaine serves on the firm’s Recruiting Committee. While attending the University of Richmond School of Law, she served as chief justice of the Honor Council.
