Elizabeth Ross Hadley

Elizabeth Ross Hadley focuses her practice on government law and policy, and litigation matters. Her government law and policy practice focuses on legislative and policy issues, including insurance regulation, economic development, health care policy and campaign finance compliance. She has legislative and agency experience working in the U.S. Senate, the Texas State Senate and the Texas Department of Agriculture. Elizabeth also has wide-ranging litigation experience, including representation of financial institutions, health care providers, public and private corporations, and state governmental entities. Elizabeth also has trial experience, including first and second chair in jury and bench trials, motions practice, discovery and mediation.

Elizabeth began her governmental affairs career in 1999, working on foreign policy matters for then Senate Majority Leader Trent Lott in the Republican Leader’s office in Washington D.C. She then practiced as a litigator for 5 years in a Mississippi-based law firm where she focused on governmental entity liability defense, premises liability defense and personal injury defense. Elizabeth then moved to Texas, where she served as General Counsel and Senior Policy Analyst for former Texas Senator Kip Averitt. In the Texas Senate, Elizabeth advised the senator on a wide variety of matters, including all insurance issues, handling all legislation in the Senate Business and Commerce and State Affairs Committees, as well as portions of the state budget bill during the 81st legislative session.

Prior to joining the firm, Elizabeth served as Assistant Commissioner for Marketing at the Texas Department of Agriculture, managing the world-renowned GO TEXAN program.
