Liz Dougherty's practice focuses on the area of transportation labor, where she has extensive experience in airline and railway labor issues. She advises airline, railroad, and other corporate clients on a wide variety of legal, regulatory, and legislative labor issues, including matters before the National Mediation Board, matters relating to collective bargaining, Railway Labor Act interpretation, federal labor law preemption, and state and local labor regulations.
Liz previously served as chairman and board member at the National Mediation Board (NMB), an independent agency that oversees airline and railroad labor relations and administers the Railway Labor Act. As one of three Senate-confirmed presidential appointees on the NMB, her responsibilities included oversight and mediation of collective bargaining, conducting and investigating representation elections, and oversight of the grievance arbitration program. Liz's tenure at the NMB included one of the most active periods of consolidation in the history of the airline industry, including the mergers of Delta and Northwest Airlines, Southwest and AirTran Airlines, and United and Continental Airlines. She also served at the NMB during rare and unprecedented changes to the Railway Labor Act and NMB regulations.
Earlier in her career, Liz served as special assistant to President George W. Bush for domestic policy, where she advised the president on labor and transportation policy issues, and as chief counsel to the United States Senate Subcommittee on Employment, Safety and Training.
