Jacqueline C. Baratian

Jackie Baratian has served in federal regulatory enforcement, as a chief compliance officer at a national provider—while navigating a Corporate Integrity Agreement and Deferred Prosecution Agreement—and as a chief compliance officer for a national health insurer. She brings her exceptional background to bear advising clients on regulatory and litigation aspects of the health care industry with a particular emphasis on fraud and abuse, corporate compliance, qui tam actions and Medicare and Medicaid reimbursement.

Prior to joining the firm, Ms. Baratian was vice president and chief Medicaid compliance officer for a national health insurer where she oversaw its Medicaid Compliance Program. In this role, she investigated alleged reports of potential misconduct and provided compliance-related regulatory and statutory guidance to senior leadership. She previously served as vice president and chief compliance officer of a diversified health care services company providing clinical staffing, homecare, immunization, and wellness services nationwide where she handled requests for information from regulatory bodies and governmental agencies.

Ms. Baratian was senior counsel at the Office of Inspector General (OIG) at the U.S. Department of Health and Human Services within the Administrative and Civil Remedies Branch. She represented the OIG in cases brought under the federal Civil False Claims Act involving allegations of Medicare and Medicaid fraud and violations of the Stark Law and Anti-Kickback Statute, negotiated settlements in civil monetary penalty cases and handled matters pertaining to the OIG’s authority to exclude individuals and entities from participating in federal health care programs. She worked with U.S. Attorney’s offices around the country, the Department of Justice and the Centers for Medicare and Medicaid Services. Ms. Baratian is a recipient of the 2006 Exceptional Achievement Award for Major Contributions to the OIG Goals and Objectives.

Prior to joining the OIG, Ms. Baratian practiced health care litigation at a nationally recognized health care law firm, representing providers in complex fraud cases and internal investigations.
