Jana M. Simmons

Jana Simmons focuses her practice on federal Indian law, tribal law, Native Hawaiian Organizations and complex civil litigation. Licensed to practice in several tribal courts, she assists tribal governments and indigenous organizations, their members and their communities with matters including gaming and non-gaming economic development, membership disputes, constitutions, ordinances and regulations, and federal Indian law. Jana's efforts have established case precedent on important governmental issues within the area of tribal law.

In October 2015, Jana was featured in Detroit Legal News and its affiliate publications on her practice in American Indian Law and issues affecting Michigan tribes. She has attended numerous convocations on Native matters, including the 2016 Reservation Economic Summit; 2015 National Judicial Institute on Domestic Violence; 2015−2016 Northwest Gaming Law Summit; and 2010−2016 Federal Indian Law Conferences.

In July 2013, Jana was selected to co-author “Navigating Tribal Membership Enrollment Issues” for Thomson Reuters’s Inside the Minds Series on Emerging Issues in Tribal-State Relations. Her work is cited as authority by litigants in various tribal courts. Jana also secured more than $980,000 in damages and debt relief for her clients, Native American farmers, in the Keepseagle class action discrimination case against the U.S. Department of Agriculture.

Jana also is recognized for her independent research on tribal gaming issues, including a published analysis in Gaming Law Review criticizing legislative interference with the rights of the Narragansett Tribe of Rhode Island under the Indian Gaming Regulatory Act (IGRA). Her work in this area was recognized by the International Masters of Gaming Law.
