Jeff has practiced exclusively in the area of litigation, with particular emphasis in the areas of white collar criminal defense, related regulatory matters, complex commercial matters, and product liability defense. He represents individuals and companies in a wide range of federal and state criminal investigations and prosecutions, including in the areas of healthcare, environmental enforcement, securities, foreign corrupt practice, defense contracting, taxation and banking. Jeff has tried more than 20 jury or bench cases.
As part of his criminal defense and government regulatory practice, he has supervised and conducted numerous corporate internal investigations for closely held and publicly traded companies. He has also counseled officers, owners and in-house counsel as to corporate internal investigations, both in response to actions initiated by law enforcement personnel, and in an effort to self-discover the existence and scope of potential liabilities prior to law enforcement involvement. Jeff also counsels both financial institutions and private investors on due diligence aspects of prospective transactions where government investigation or regulatory issues exist. His civil practice includes the representation of litigants in complex civil lawsuits, including matters involving the civil False Claims Act, and the defense and management of toxic tort claims, including the defense and management of hundreds of asbestos lawsuits for major corporations.
Prior to joining McGuireWoods, Jeff served as an assistant U.S. attorney in the Northern District of Illinois. In that office, he prosecuted individuals and entities for a myriad of offenses, including bribery, political corruption, racketeering, tax violations and various types of fraud. Jeff instructed other assistant U.S. attorneys at the Trial Advocacy and Appellate Advocacy Institutes of the Department of Justice. He received special commendation and special achievement awards from the Department of Justice for his service. Previously, Jeff served as law clerk to the Honorable Harlington Wood, Jr. for the U.S. Court of Appeals for the 7th Circuit.
Jeff has written articles on the Responsible Corporate Officer Doctrine, on the OIG’s Self-Disclosure Protocol for Matthew Bender’s Health Care Monthly, and on various aspects of False Claims Act litigation.
Jeff is also the partner in charge of pro bono matters in the Chicago office, a position he has held for the last five years.
