Jeff Tsai chairs the firm’s State Attorneys General Practice and serves in the Government & Internal Investigations Group. He represents clients in investigations and litigation by state attorneys general and federal regulators. Jeff’s practice focuses on civil enforcement areas such as consumer protection and data security/privacy, as well as criminal white collar areas related to trade secret theft and economic espionage, complex frauds and foreign bribery and ethics/compliance. He has tried 20 federal trials and argued multiple federal appeals.

As special assistant attorney general of California, Jeff served for almost three years as a senior member of California Attorney General Kamala Harris’s executive management team. He oversaw policy issues related to criminal justice, corporate accountability and intellectual property enforcement and supervised high-profile enforcement actions involving California’s False Claims Act, Unfair Competition Law, environmental regulations and campaign finance laws.

Jeff also served as a federal prosecutor for nearly eight years. He was a deputy chief and assistant U.S. attorney in the U.S. Attorney’s Office in Miami, as well as a corruption prosecutor with the Justice Department’s Public Integrity Section. Jeff also served by appointment as senior counsel to former Assistant Attorney General Lanny Breuer of the Justice Department’s Criminal Division, where he advised on financial fraud and anticorruption enforcement.

Jeff previously worked in private practice at Keker & Van Nest and Wilson Sonsini Goodrich & Rosati. Following law school, he clerked for U.S. District Judge Vanessa Gilmore in Houston.
