John McInerney is counsel in Mayer Brown's Washington DC office and a member of the International Trade practice. Prior to joining Mayer Brown, John was chief counsel for trade enforcement and compliance at the US Department of Commerce from 2000 to 2017. As the chief legal advisor to the Department for antidumping and countervailing duty matters, John was involved in almost every major administrative proceeding, negotiation, litigation and dispute relating to these laws during that period. Notable matters on which he played a key role were the agreements settling the antidumping proceedings on Russian uranium, Mexican cement and sugar, and the World Trade Organization disputes concerning whether subsidies to foreign government-owned industries that subsequently were privatized remained countervailable and whether nonmarket economy countries could be subject to both antidumping and countervailing duties on the same exports. John was also instrumental in obtaining the favorable decision for the United Stated government from the US Supreme Court in Eurodif v. United States. In recent years, John concentrated on key issues involving subsidies and dumping from China and Vietnam.
During his tenure at the US Department of Commerce, John briefed and argued cases before the US Court of International Trade, the Court of Appeals for the Federal Circuit, NAFTA panels, WTO Panels and the WTO Appellate body. He received numerous gold and silver medal awards for his work.
Prior to his tenure at the US Department of Commerce, John served in the Office of General Counsel of the Department of the Treasury.
