Jonathan E. Meyer

Jon Meyer is a partner in the Government Contracts, Investigations & International Trade Practice Group in the firm's Washington, D.C. office.

Mr. Meyer was most recently Deputy General Counsel at the United States Department of Homeland Security, where he advised the Secretary, Deputy Secretary, General Counsel, Chief of Staff and other senior leaders on law and policy issues, such as cyber security, airline security, high technology, drones, immigration reform, encryption, and intelligence law. He also oversaw all litigation at DHS, including high-profile issues such as executive action and no-fly rules, and managed the most important cases on a day-to-day basis, at levels from discovery disputes to Supreme Court briefs. Additionally, he led the Department’s responses to Congressional oversight from over 90 committees and caucuses of jurisdiction, including testifying before Congress and preparing high profile witnesses for their testimony. Mr. Meyer was a point person for coordination with the White House, and the Departments of State, Justice, Defense, and many others.

Mr. Meyer is a recipient of the Secretary of Homeland Security’s Outstanding Service Medal, DHS’s highest civilian honor, along with the U.S. Secret Service Director’s Honor Award and numerous other awards and honors.

Mr. Meyer’s previous positions include serving as Deputy Assistant Attorney General at the United States Department of Justice, Office of Legal Policy and Special Deputy General Counsel for Amtrak. He also previously served as Counsel and Acting Chief Counsel to then-Senator Joseph R. Biden Jr., advising Senator Biden on all Judiciary committee issues including technology, bankruptcy, identity theft, intellectual property, antitrust, homeland security, civil justice reform, nominations (including three Supreme Court nominations), and DNA testing, among other issues.

Mr. Meyer was also Senior Counsel at the Department of Justice, Office of Policy Development where he developed Department policies regarding tort reform and post-conviction reviews, technology issues and critical infrastructure protection. His law firm experience includes practicing at Wilmer, Cutler, & Pickering, where he litigated antitrust, securities, intellectual property, insurance, international, and criminal cases, and at Davis Polk & Wardwell.
