Jonathan is managing partner of the firm’s Tysons Corner office and has practiced law in Northern Virginia for more than 25 years. His practice concentrates on land use and public utility matters.

Jonathan devotes a significant portion of his practice to representing landowners seeking regulatory approvals to develop property. He has handled land development applications in all major Northern Virginia jurisdictions, including the cities of Alexandria, Falls Church and Fairfax; and the counties of Arlington, Fairfax, Fauquier, Loudoun and Prince William. Recent projects include the U.S. Patent & Trademark Office relocation to Alexandria; rezoning of North Potomac Yard; and the luxury Salamander Resort in Middleburg. As an adjunct to his land use practice, he has developed significant experience in historic preservation issues and environmental impact studies.

Jonathan serves as general counsel of Loudoun Water and Alexandria Renew Enterprises, two of the largest water and wastewater authorities in the region. He has extensive experience with all aspects of major water and sewer infrastructure projects, including regulatory compliance, procurement, interjurisdictional agreements and public utility law. He also assisted the Dulles Corridor Metrorail Project with regulatory approvals for Phase I of the Metro Silver Line extension through Fairfax County.
