Julia is a partner in the Life Sciences Health Industry Group, practicing in the area of health care regulatory law with a focus on hospital operational matters, Medicare/Medicaid reimbursement and compliance, physician representation, long-term care, and research misconduct. Her areas of experience include: hospital governance (including preparation, interpretation and enforcement of medical staff bylaws; hospital/medical staff relationships); quality assurance and risk management issues; contracts between hospitals and physicians (including consideration of Medicare/Medicaid fraud and abuse issues, tax-exempt status, and antitrust issues); Medicare/Medicaid reimbursement issues (including appeals of adverse reimbursement determinations and systemic challenges to reimbursement systems); representation of academic faculty practice plans; peer review issues (including medical staff credentialing, hospital disciplinary proceedings, reporting requirements under state and federal law; Medicare sanction matters); medical-ethical issues; institutional review board matters (including structure of IRBs, institutional requirements, informed consent, confidentiality, compliance with federal requirements and drafting of study agreements); research misconduct; patient care issues (including confidentiality of medical information, consent to treatment, HIV-related issues, termination or withdrawal of treatment); EMTALA; long-term care (including Medicare/Medicaid reimbursement issues, licensing issues, compliance, survey and certification); False Claims Act claims and investigations; provider contracts with managed care entities; general physician representation (including licensing and medical staff representation); and regulation of assisted living facilities.
