Kelly serves as consulting counsel to Wiley Rein LLP. She is at the forefront of telecom, media, and technology issues, with more than 15 years of experience navigating Capitol Hill and serving as an indispensable industry advocate. For nine years she served in an executive capacity at the National Association of Broadcasters (NAB) leading the organization’s legislative agenda to protect and preserve free local broadcasting, while executing public policy strategies and stakeholder outreach campaigns for high-profile industry issues.
Advises communications industry clients on a variety of strategic legislative and advocacy matters before the U.S. Senate and House of Representatives.
Develops and implements comprehensive grassroots action plans, coalition and lobbying strategies, and market-based actions.
Negotiated and drafted key communications laws, including for the digital television transition, broadcast decency enforcement, and the Do-Not-Call Registry.
