Kenneth J. Serafin focuses his practice on health care law and government relations. He has more than 15 years of experience in health care law, legislation and policy.
Prior to joining Buchanan, Ken served as the Chief Counsel to the Commonwealth of Pennsylvania Department of Human Services, a state executive agency with more than 16,000 employees and a total budget exceeding $31 billion. In that role, he managed the delivery of legal services to the agency and provided counsel to the Secretary and senior executive staff on health care and human services issues, including the Medicaid program, long term care, reimbursement, licensing, procurement, regulatory and legislative matters and workforce development. He also interacted with government officials, trade groups, health care and human services providers and industry representatives on agency-related business.
Ken also has legislative experience at the federal level. He was Workforce Policy Counsel and professional staff for the U.S. House of Representatives, Committee on Education and the Workforce in Washington, D.C. In those roles, he developed legislation on issues including employee health and pension benefits, the Patient Protection and Affordable Care Act, employment law and labor relations. Previously, Ken was a member of the majority professional staff on the Health Subcommittee of the U.S. House of Representatives, Committee on Ways and Means. His areas of responsibility included the Medicare Part A hospital benefit, fraud and abuse, health insurance and health care quality improvement.
Ken’s experience also includes service as Chief Counsel to a state medical malpractice compensation fund in Pennsylvania, and as a Deputy Chief Counsel for the Pennsylvania Insurance Department. In those positions, he provided legal advice and counsel on insurance coverage matters, contracts, medical malpractice claims, legislation and regulatory matters.
