Linda S. Stein is a partner in Steptoe's Washington office where she is a member of the firm’s Transportation Group. Ms. Stein's recent practice has focused on regulatory proceedings and complex civil litigation, primarily involving the railroad industry. On the regulatory side, she has represented railroads in proceedings before the Surface Transportation Board, including rail rate reasonableness proceedings, unreasonable rule or practice proceedings, merger proceedings, railroad line construction and crossing proceedings. Some of this work has involved an analysis of environmental impacts under the National Environmental Policy Act (NEPA). On the civil litigation side, she has represented railroads, primarily in cases involving contract disputes. These civil cases have been brought in various forums, including state and federal trial courts, as well as arbitration proceedings.

Ms. Stein also has represented companies in other regulated industries in complex civil litigation. For example, she has represented a pharmaceutical benefits management company in several class-action lawsuits and arbitration proceedings involving ERISA or breach of contract issues. She has also represented oil companies in contract disputes and in cases challenging the issuance of construction permits under NEPA. In addition, her practice has involved the investigation and defense of whistleblower claims before Congressional committees and the Department of Labor. Her practice has also included appellate court proceedings involving the interpretation of statutory provisions and constitutional issues.
