Mark A. Boatman

Mark Boatman concentrates his real estate and financial services practices on structuring and documenting tax-exempt financing transactions to fund capital projects for state and local governments, nonprofit organizations, real estate developers and other types of businesses.

With more than 20 years of experience, Mark has structured, negotiated and documented nearly $1 billion in financing for hundreds of real estate and infrastructure development projects in the community. Examples of his more noteworthy project financings include the Edward Jones Dome, St. Louis Convention Center, Lambert International Airport, St. Louis Justice Center, Metro East Transit District Improvements, Peabody Opera House, St. Andrews Senior Living Facilities, Webster University Residential Facilities, Forest Park Restoration, and Grand Center.

Highlights of Mark Boatman’s experience include:

Structured a complex multi-source financing (including a 13-level "waterfall" flow of funds) and prepared offering documents for the sale of Recovery Zone Facility Bonds to finance the rehabilitation of Kiel (now Peabody) Opera House.
Represented the St. Louis Cardinals in the financing of the new Busch Stadium by providing legal and business counseling for the tax-advantaged financing and real estate components of the project.
Advised and assisted developers and municipalities in the creation and operation of special districts, including tax increment financing (TIFs), community improvement districts (CIDs) and neighborhood improvement districts (NIDs).
