Mark F. Glaser

Mark F. Glaser focuses his practice on legislative issues, governmental ethics and compliance, procurement practices, competitive bidding requirements, public finance, and manufactured housing. Mark's practice also includes significant work in connection with racing and gaming law and regulation. Previously, he served as Counsel to the Majority of the New York State Assembly, acting as legal advisor to five Speakers of the Assembly as well as other members of the Assembly's leadership. He was a key negotiator on numerous issues, including budget/appropriations, public finance, energy, telecommunications, health care reform, banking and public authorities. As chief ethics counsel for the Assembly, Mark advised Members of the Assembly and Assembly staff and was a principal draftsman of the 1987 Ethics in Government Act. He also was responsible for the Assembly's compliance with the Freedom of Information Law and has been involved in myriad election and campaign matters. Mark is a frequent lecturer on lobbying laws, ethics and related compliance matters.

In 2013, Mark was appointed by Governor Andrew Cuomo to be a Commissioner of the New York State Commission on Uniform Laws. Mark serves as a member of the Advisory Council of the Government Law Center of the Albany Law School. He also serves as a member of the Board of Trustees of Congregation Beth Emeth in Albany. In addition, he is a member of the steering committee of the Brandeis Baruch Society of the Jewish Federation of Northeastern New York. Mark is a member of the New York State Bar Association and the American Bar Association.
