Marta Harting is a prominent Maryland government relations and regulatory attorney. Her lobbying practice encompasses representation of a wide range of health care, insurance, utility, manufacturing, hospitality, gaming, and other business entities, as well as non-profit and quasi-public entities before the Maryland General Assembly, state executive agencies and local Maryland governments. She has maintained an active Maryland government relations practice for more than twenty years.
Ms. Harting’s regulatory practice focuses on health care, public utilities and insurance. She maintains an active practice representing hospitals, nursing homes, physician groups, health maintenance organizations, payors and other stakeholders in certificate of need matters and other regulatory matters before the Maryland Health Care Commission. She also represents clients in health care regulatory matters before other state agencies, including the Maryland Insurance Administration and the Maryland Department of Health and Mental Hygiene.
Ms. Harting represents public utility companies before the Maryland Public Service Commission, including electric, gas, telecommunications and water utilities. She has represented clients in a wide range of matters before the Public Service Commission, including rate proceedings, certificate of public convenience and necessity proceedings, franchise matters, debt and other corporate transaction authorizations, renewable energy matters, affiliated transaction matters, service quality compliance matters, and customer complaint proceedings. She also regularly advises utility companies on regulatory compliance and provides representation in acquisitions and other utility transactions.
Ms. Harting also represents insurance companies and health maintenance organizations before the Maryland Insurance Administration on a variety of regulatory matters, including market conduct examinations, financial examinations, rate and form filings, and other compliance issues. In addition, she handles matters before the Department of Licensing, and Labor Regulation Financial Regulation Division, the Maryland Lottery Commission and the Comptroller of Maryland Alcohol and Tobacco Tax Division.
Ms. Harting has significant trial and appellate experience as well, having argued cases before Maryland’s highest court, the Court of Appeals, as well as lower-level appellate courts. Her appellate victories at the Court of Appeals include a case upholding the use of named-driver exclusions in commercial automobile liability policies in Maryland, and a case invalidating the Medicaid program’s use of a cost-benefit analysis in coverage decisions relating to organ transplants in children.
Activities
Ms. Harting currently serves on the Board of Directors of Business Volunteers Maryland. Ms. Harting recently completed two terms on the Board of Directors of the Maryland Food Bank, during which she served as Secretary and chaired its Recruitment and Stewardship Committee. Ms. Harting is a recipient of the Distinguished Service Award from the National Federation of the Blind in Maryland for her pro bono service to that organization in state budget matters. Ms. Harting is a 2002 graduate of The Leadership Program of the Greater Baltimore Committee.
