Michael J. Carroll

Michael Carroll is a partner in the Environment, Land & Resources Department and the global Co-chair of Latham's Energy and Infrastructure Project Siting and Defense practice group. His practice focuses on permitting, entitlement and environmental review of complex infrastructure projects, with an emphasis on energy projects.

Mr. Carroll represents clients on all aspects of the development of complex infrastructure projects. He has expertise in all major environmental programs at the federal and state levels. In particular, he has expertise on the Clean Air Act and its state and local counterparts. He has obtained approvals for numerous projects involving complex air quality issues, including the following: Requirements for demonstrating carbon capture and sequestration, Best available control technology determinations for all pollutants, including CO2, Mobile source emission offset strategies, Inter-pollutant and inter-region emission offset strategies.

Mr. Carroll has expertise on the California Environmental Quality Act and the National Environmental Policy Act, including statutory and regulatory requirements, underlying environmental and planning issues, judicial interpretations, administrative procedures and the decision making process. Mr. Carroll represents developers in the industrial, commercial, retail and residential sectors seeking project approvals from local, state and federal authorities. He advises clients on every aspect of the CEQA and NEPA environmental review process.
