Mitchell D. Holzrichter

Mitch Holzrichter is a partner in the Government Relations & Public Law practice, where he focuses on infrastructure and other government transactions, as well as political and election law. He recently returned to Mayer Brown after two years with the office of Illinois Governor Bruce Rauner.

During his tenure at the office of the governor, Mitch served first as deputy general counsel and then as deputy chief of staff for legislative affairs. As deputy chief of staff, Mitch was responsible for negotiating legislation on a variety of issues, including the state budget, tax policy, gaming, labor, workers compensation, utilities, infrastructure and elections. As deputy general counsel, he supervised attorneys in the governor’s office and across state agencies and advised the governor on legal and ethics matters. He also shepherded the launch of the state’s first central information technology agency.

Infrastructure: Mitch represents clients in complex government transactions and advises on the use of public-private partnerships, particularly in the infrastructure sector.

Roads, Bridges and Parking Facilities – Mitch has advised both government agencies and private developers in connection with highway and parking facility projects in Illinois, Nevada, Ohio, Pennsylvania and Texas. His work includes long-term concession agreements, availability payment projects and design-build agreements. Mitch represented the winning bidder on the development, financing and maintenance of the East End Crossing bridge over the Ohio River near Louisville, which was named 2013 Deal of the Year by The Bond Buyer and 2013 Transport Deal of the Year by Project Finance International.
Airports and Ports – Mitch advised the government of Puerto Rico on the long-term lease of the Luis Munoz Marin International Airport in San Juan, the first privatization of a major US airport, which was named P3 Deal of the Year by Project Finance International, and on the possible lease of a new container shipping port. He also advised the City of Chicago in connection with its proposed long lease of Chicago Midway International Airport and in the renegotiation of the airport use agreement with airlines.
