Morgan R. Hirst

Morgan Hirst is a trial attorney who represents clients across all aspects of litigation and government investigations, with particular emphasis on cases involving health care clients and on tax controversy matters.

Morgan has represented Firm health care clients in responding to numerous federal and state investigations and attendant civil litigation throughout the country. In particular, he has experience conducting investigations, counseling clients, and defending lawsuits on issues including the anti-kickback statute, best pricing rules, and the False Claims Act. Morgan has lead teams that have scored dismissals of FCA cases in multiple federal courts around the country.

Morgan also has substantial experience in representing Firm clients in tax controversy matters at the local, state, and federal levels. Most recently, he represented a major public utility in a series of administrative trials concerning municipal taxes

Morgan has substantial jury trial experience, involving months of stand up trial work as both first and second chair in front of juries around the midwest. In October 2013, he co-first chaired a trial team scoring a full defense verdict on behalf of the City of Chicago in a § 1983 case before a federal jury in Chicago. In 2012, he second chaired a trial team in obtaining a full defense verdict on breach of contract claims after a five-week jury trial in Michigan state court concerning one of the largest real estate developments in that state.

In addition to his trial work, Morgan has argued appeals before the Sixth and Seventh Circuits and the Missouri Supreme Court.
