Neil F. Quinter

Neil Quinter’s combination of legal and political knowledge makes him a shrewd advocate and advisor for clients with technology and judiciary-related interests in the public policy sphere. He draws on prior work on Capitol Hill and in the state legislature to advise clients regarding pending and potential legislation and how it affects their interests. He has strong Democratic and California ties, plus a wide range of connections and experience gained during his involvement in Maryland state politics as a state Delegate and Assistant Attorney General.

Prior to joining the firm, Neil served as Chief Counsel to Senator Dianne Feinstein (D-Calif.) and supervised her staff for the Senate Judiciary Committee. Neil advised the senator regarding all issues before the Judiciary Committee and gained respect for his extensive work on intellectual property and telecommunications issues. He worked for Feinstein from 1995 to 1999, and again from 2009 to 2015, including during her time as Ranking Member of the Subcommittee on Technology, Terrorism & Government Information.He assisted the senator in passing notable bills and amendments focusing on intellectual property, crime, and immigration. The significant intellectual property legislation that Neil assisted Senator Feinstein on includes the Digital Performance Right in Sound Recordings Act, the Digital Millennium Copyright Act, the Copyright Term Extension Act, the Satellite Home Viewer Improvement Act, the Satellite Television Extension and Localism Act, the America Invents Act, and the STELA Reauthorization Act.

Between stints with Senator Feinstein, Quinter was elected to serve as a member of the Maryland House of Delegates from 2003 to 2006, where he served on the Judiciary Committee.He was also a partner with a major Washington, D.C. law firm, where he represented and advised clients including Internet media companies, electronics manufacturers, wireless providers, health care interests, and investment funds. He also formerly served as an Assistant Attorney General at the Maryland Department of the Environment, as Director of Research for the reelection campaign of U.S. Senator Paul Sarbanes (D-Md.), and as a law clerk in the U.S. District Court for the District of Maryland.
