Pamela A. Madeiros focuses her practice in the area of legislative and regulatory affairs. Prior to joining the firm, she served as Senior Counsel with the New York State Legislative Bill Drafting Commission and was responsible for introducing several Latin American delegations to the state legislative process through her involvement with the Rockefeller Institute. Her experience in identifying and resolving issues which blur distinction between health, mental health and education policies is well established. She is a valued partner with the Office of the Professions (New York State Education Department - NYSED). She is an engaged participant in innumerable task forces and advisory committees through her representation of special education programs, Children’s Day Treatment programs, Article 28 Clinics and various speech and hearing and DIP programs throughout the state. She has unparalleled access to decision makers and insight to well established and emerging policies. She works collaboratively with the Department of Health, the State Education Department and the Office of Mental Health and has established partnership relationships at all levels within each such agency. She recently worked closely with the Department of Health to inform the development of the Medicaid State Plan Amendment as related to the School Supportive Health Services (SSHSP/PSSHSP) and the Office of the Medicaid Inspector General’s treatment of programs under recent Compliance Plan regulations. Her experience in rate appeals, program approval, contract negotiation and regulatory quality reviews and audits extends well beyond educational programs.
