Patricia Malone assists local, regional, and national clients with legislative, administrative, and regulatory issues during all phases of the real estate development process, including land planning, zoning, subdivision, permitting, and associated administrative appeals. On land use issues, Ms. Malone appears before the Baltimore County Zoning Commissioner, the County Board of Appeals for Baltimore County, and the Maryland appellate courts.
Throughout her tenure at Venable, first with the Litigation Division and then with the Government Division’s State and Local Government Practice Group, Ms. Malone has demonstrated effective communication, analytical, and problem-solving skills. Her skills, combined with her diverse experience, have enabled Ms. Malone to obtain positive results for her clients, whether those results take the form of an approval of a development plan, a legislative change to a zoning ordinance, a necessary permit having been obtained, or an administrative approval being upheld on appeal.
Significant Matters
Ms. Malone’s recent significant matters include assisting a local university with obtaining and upholding on appeal the approval of a retreat center in northern Baltimore County. Ms. Malone has been involved in several high-profile redevelopment projects, including the redevelopment of the Dulaney Valley Apartments site in Towson into 900 luxury apartment/condominium units, the development of property surrounding the Owings Mills Metro station into a mixed-use, transit-oriented development with a mixture of public uses and office, retail, and residential uses, and the redevelopment of the historic Oella Mill into a luxury apartment complex.
