Pat is a partner in the firm’s Richmond, Virginia office. His practice focuses on power generation projects, from the development of requests for proposals through negotiation of procurement and engineering, procurement and construction contracts for the projects. He has negotiated equipment procurement and construction contracts for numerous new natural gas, coal and nuclear generation facilities, as well as pollution control upgrade projects for existing coal-fired facilities. In addition, Pat represents electric utilities and related companies in PURPA-related proceedings.
