Paul I. Lieberman is special counsel in Steptoe's Washington office, where he is a member of the Litigation Department and the Government Contracts Group. Mr. Lieberman has broad knowledge of the procurement practices and procedures used in numerous federal agencies. He has extensive experience with the full range of government contracts, including complex, high-value aerospace, defense, information technology and service procurements, as well as GSA Federal Supply Schedule and IDIQ contracts, and A-76 acquisitions and other privatization efforts.
Mr. Lieberman joins Steptoe after 25 years of service in the US General Accounting Office, Office of the General Counsel, Washington, DC. His most recent position was as Deputy Assistant General Counsel for Procurement Law.
Mr. Lieberman has extensive experience with bid protest practice and procedures, including 15 years of management and supervisory experience in the bid protest area. During his tenure at GAO, Mr. Lieberman also participated in the preparation of revisions to GAO’s bid protest regulations and served as a procurement law expert for the Senate Government Affairs Committee during its consideration of the Federal Acquisition Streamlining Act.
Mr. Lieberman has also served as a speaker and panelist at bid protest conferences and at federal agency procurement training and briefing seminars.
Prior to joining the GAO in 1978, Mr. Lieberman served as an editor for Massachusetts Continuing Legal Education-NELI. In that capacity, he drafted and edited articles and a textbook on professional responsibility issues.
