Peter M. Goodloe

Peter Goodloe provides veteran counsel to his clients on health-related public policy issues. He brings over 23 years of experience developing policy and legislation as an attorney for the U.S. House of Representatives, first with the House Office of Legislative Counsel for many years, and later with the House Energy and Commerce Committee. In those roles, he has been deeply involved in developing policy and legislation relating to the Food and Drug Administration, the National Institutes of Health, the Centers for Disease Control and Prevention, the Drug Enforcement Administration, and other health-related agencies. He also is experienced with House and Senate procedural rules and their role in developing successful strategies for moving legislation through Congress.

Peter entered private practice in 2009 and has provided counsel to a wide variety of pharmaceutical and medical device companies, as well as professional medical organizations. His projects for clients have involved analyzing and responding to regulatory issues, engaging in advocacy on Capitol Hill, and drafting legislation. His successes on behalf of clients have included advocating to ensure that patients have timely access to newly-approved treatments containing controlled substances; assisting a professional organization in supporting administrative changes to the Medicare physician fee schedule to increase reimbursements; ensuring that the Hatch Waxman regulations are correctly and fairly applied; safeguarding against changes to the 340B program that would alter the fundamental nature of the program; and supporting equitable application of the Medicaid additional rebate for new formulations to ensure that rare-disease patients have access to critical treatments.

As a counsel in Congress, Peter helped draft and pass key legislation, including the Genetic Information Nondiscrimination Act of 2008, the Food and Drug Administration Amendments Act of 2007, the Charlie W. Norwood Living Organ Donation Act, the National Institutes of Health Reform Act of 2006, the Ryan White HIV/AIDS Treatment Modernization Act of 2006, the Combat Methamphetamine Epidemic Act of 2005, the Project BioShield Act of 2004, the Hatch Waxman amendments of 2003 (part of PL 108-173), the Medical Device User Fee and Modernization Act of 2002, the Public Health Security and Bioterrorism Preparedness and Response Act of 2002, the Food and Drug Administration Modernization Act of 1997, the Food Quality Protection Act of 1996, the National Institutes of Health Revitalization Act of 1993, the Ryan White Comprehensive AIDS Resources Emergency Act of 1990, the Disadvantaged Minority Health Improvement Act of 1990, and the AIDS Amendments of 1988. He also helped craft legislation that established the Substance Abuse and Mental Health Services Administration in 1992 and the Agency for Healthcare Research and Quality in 1989.

Prior to joining Brownstein, Peter provided counsel on health-related public policy issues as an attorney in the Washington, D.C. office of Sidley Austin. He also was an adjunct professor at the George Washington University School of Law for 14 years.
