Mr. Fluhr joined LeClairRyan after serving as an Assistant United States Attorney in the United States Attorney’s Office for the Northern District of Illinois in Chicago from April 2011 until June 2016. As a federal prosecutor, Mr. Fluhr investigated and prosecuted a wide variety of federal crimes, tried cases before juries, and briefed and argued appeals before the U.S. Court of Appeals for the Seventh Circuit. From July 2006 until April 2011, Mr. Fluhr served as Senior Associate General Counsel in the Office of the Director of National Intelligence (ODNI) in Washington. During his tenure with the ODNI, Mr. Fluhr was assigned as legal counsel at the National Counterterrorism Center and as the principal legal advisor to the National Counterintelligence Executive. During these assignments, Mr. Fluhr provided advice and counsel on, among other things, law and policy governing the activities of the Intelligence Community, as well as on various other national security law issues, such as supply chain risk management, data aggregation and privacy, and intelligence collection authorities.
From June 2002 until joining the ODNI, Mr. Fluhr practiced law with Connell Foley LLP, a New Jersey-based law firm. During his employment with Connell Foley, Mr. Fluhr’s areas of practice included commercial litigation and business transactions. Before entering private practice with Connell Foley, Mr. Fluhr served on active duty in the United States Navy as a member of the Judge Advocate General’s Corps from November 1998 until May 2002. During that timeframe, Mr. Fluhr was assigned as a military prosecutor in Yokosuka, Japan and later as legal officer on board the aircraft carrier USS Kitty Hawk (CV 63). While assigned to Kitty Hawk, Mr. Fluhr participated in three Western Pacific deployments and one Middle East deployment, which was in support of Operation Enduring Freedom.
In February 2003, Mr. Fluhr affiliated with the Navy Reserve and has since been a drilling Reserve Officer. As a reservist, Mr. Fluhr has been recalled to active duty for several overseas assignments, including from November 2005 to May 2006 to serve as legal advisor for a special operations task force operating in the southern Philippines and from October 2008 to October 2009 to serve with Multi-National Force-Iraq. Mr. Fluhr is currently assigned to a reserve unit that supports the Stockton Center for the Study of International Law at the United States Naval War College.
