Preston L. Pugh

Preston Pugh has extensive experience as outside, corporate, and government counsel representing large organizations in complex civil and criminal litigation, internal investigations, and government investigations. He is a twice-appointed compliance monitor, having served in those roles for several years, and a former Assistant U.S. Attorney. His litigation and investigation practice includes issues related to government contracts, the federal False Claims Act (FCA), the Foreign Corrupt Practices Act (FCPA), and kickbacks in sales. His investigations practice also includes issues related to domestic and internal securities laws, the Food and Drug Administration (FDA), discrimination and Occupational Safety and Health Administration (OSHA) complaints, and a wide variety of corporate ethics and governance issues. He has significant experience in overseeing the implementation of compliance plans, investigating issues that arise during the course of consent decrees, and recommending protocol and process changes to monitored and at-risk entities.

Mr. Pugh’s federal trial experience includes the assessment, prosecution, and defense of qui tam cases, white collar cases, and commercial cases. He is a member of the Trial Bar of the Northern District of Illinois and the Bar of the U.S. Supreme Court, and has argued cases in the First, Third, Fourth, Sixth, Seventh, Eighth, and DC Circuit Courts of Appeals. He has been named an Illinois Leading Lawyer every year from 2012 to date, and is a frequent speaker on internal investigations and whistleblower concerns. Mr. Pugh has served as Senior Counsel, Litigation and Compliance Investigations at GE Healthcare; seconded counsel at Boeing’s Integrated Defense Systems; and has conducted investigations in China, South Korea, Brazil, France, Germany, and Canada. Immediately prior to joining Miller & Chevalier, Mr. Pugh was a partner in private practice in Chicago.*
