Randall Keen’s practice focuses on all aspects of the law that are affected by government and government actions, government contracts, administrative and regulatory law issues, and administrative hearings and writs. Mr. Keen has substantial experience with California’s Political Reform Act, and regularly advises private sector and government clients on conflicts of interest, ethics, lobbying, and campaign contribution requirements and restrictions for both candidates and ballot measures. He was the principal author of a statewide ballot measure, and has advised clients on a variety of ballot measure issues. Mr. Keen has also advised clients on state and local legislation.
Mr. Keen has substantial experience with California’s open meeting laws (the Brown Act and the Bagley-Keene Act) and the Public Records Act. He is an effective communicator and has provided training on these laws to large and small groups.
Mr. Keen has worked on a large variety of government contract issues, including bid preparation, contract negotiations and bid protests. He successfully defended the award of the highest-valued state government contract in California history. He has represented both private sector and government clients on contract issues. He has worked on a large number of school district technology issues, and has expertise in federal E-rate funding for school technology installations.
In addition, Mr. Keen has represented clients on energy issues before the California Public Utilities Commission as well as the implementation of California’s landmark greenhouse gas reduction mandates under AB 32. He has represented a broad base of clients, including government agencies, municipal entities, refineries, healthcare and hospital chains, and commercial and retail entities in regulatory proceedings addressing utility rate cases, direct access, and cogeneration. He advises clients on regulations adopted by state agencies, including the California Air Resources Board, the California Energy Commission and the California Public Utilities Commission, that mandate reductions in greenhouse gas emissions and the potential effect of those regulations on client operations.
Mr. Keen also represents several non-profit organizations and regularly advises on corporate governance matters, grantmaking, and civic and political activities.
Mr. Keen is active in the Firm’s pro bono program and has represented charter schools and day care providers on permitting issues and land use and funding issues.
