RICHARD ALONSO focuses his practice on Clean Air Act issues, including complex New Source Review (NSR) applicability and permitting, mobile source regulations, Environmental Protection Agency (EPA) rulemaking efforts, legal challenges to EPA actions and Clean Air Act (CAA) enforcement defense and compliance counseling. He advises his clients on environmental, permitting, compliance and enforcement issues before state and federal agencies. Richard’s clients include manufacturers and energy companies, as well as large trade associations in environmental compliance and enforcement mattes before both state and federal agencies.

Prior to building a private practice, Rich served as the Chief of the Stationary Source Enforcement Branch at the EPA’s Office of Enforcement and Compliance Assurance. In this role he was EPA’s second-ranking official for CAA enforcement. Before assuming this position, he served in the Water Enforcement Division at the EPA. Richard has nearly 10 years of service with the enforcement office at EPA, dealing primarily with the CAA, Clean Water Act and Safe Drinking Water Act. During this time, he managed and negotiated CAA enforcement cases, including NSR cases with power plants and manufacturing facilities and played a key role in developing CAA policies and regulations. Rich was also instrumental in cases relating to defeat devices and engine certification requirements under the CAA’s Title II mobile source program.
