Richard’s practice focuses on all aspects of land use entitlements, administrative and regulatory law, project development and financing, manufactured housing communities, and governmental relations and advocacy. Richard is a leader in the legal, political, and business communities, recognized in each area for creating opportunity and exercising astute judgment, as well as his shrewd negotiating skills. His unique multi-faceted career envelops his insight for the benefit of his clients.

Richard has been recognized by the California Mobilehome Parkowners Alliance (CMPA) with the “Advocacy Fighter Award” for his outstanding service to the industry in representing community owner’s property rights throughout the state.

Richard received his bachelor’s degree from The Wharton School, The University of Pennsylvania. He received his law degree, magna cum laude, from Boston University School of Law and was editor of the Boston University Law Review
