Roger W. Sims is a partner in Holland & Knight's Orlando office. Mr. Sims chairs the firm's Water Resources Team and practices in the areas of water resources, environmental and land use law. Mr. Sims deals with many governmental agencies on a regular basis, including the state's Water Management Districts and the Florida Department of Environmental Protection, as well as the U.S. Environmental Protection Agency, U.S. Army Corps of Engineers, and U.S. Fish and Wildlife Service.

He has practiced before water regulators for more than 30 years and has experience with rule development, permitting and third party challenges.

Mr. Sims has authored numerous publications and articles and lectures frequently on environmental and land use matters, including water law, wetland issues and other environmental topics.
