Ronald B. Turovsky

Ron Turovsky is a partner in the Los Angeles office. He is a highly experienced trial lawyer, litigator, and advocate, and has represented clients in complex litigation involving a broad array of subjects in trial courts, appellate courts, and in arbitration. Mr. Turovsky was named one of the Top 100 Lawyers in California by the Daily Journal in 2011. His matters involve complex governmental, regulatory, constitutional, and public policy issues. He has successfully represented his clients in significant cases against and involving state and local government and California lawmakers. He also has successfully represented his clients in complex commercial disputes involving trade secrets, unfair competition, entertainment, real estate and land use, ERISA, and unfair competition, in state court, federal court, and in arbitration. His varied clients have included a major outdoor advertising company, State agencies, motion picture production companies, recording artists, pension funds and investment advisors, gaming businesses, real estate developers, professional partnerships, one of the largest food companies in the world, elected officials, candidates for elective office, political committees, and other entities and individuals.

During his more than 25 years at Manatt, Mr. Turovsky has served on the firm’s management committee, compensation committee, and other committees, and was head of recruiting for many years. He presently serves on the firm’s litigation management committee.

Mr. Turovsky has won decisions favorable to his clients in cases with wide-reaching effects, including:

Obtaining the dismissal under the Anti-SLAPP statute of a lawsuit brought against his client, Los Angeles City Attorney Mike Feuer.
Successfully defending his client, Raytheon, in a writ action seeking to overturn an award to Raytheon of a $14 million project.
Persuading the Court of Appeal that the furlough program imposed by Governor Schwarzenegger as applied to the State Compensation Insurance Fund was illegal. Of the many cases initiated against the furlough programs, this was perhaps the only instance where it was established that the furlough was illegal as applied and the furlough program was found not to be enforceable. The case is reported at: Cal. Attorneys etc. et al. v. Jerry Brown et al., 195 Cal. App. 4th 119 (2011).
Securing a $23 million recovery for BearingPoint from the State of California and the State Controller. The case had its origins in 2009 in Bankruptcy Court after the State Defendants terminated a contract with BearingPoint and refused to pay amounts due as a result. After defeating motions to dismiss filed by the State Defendants on sovereign immunity grounds, and after early key discovery, the State Defendants agreed to pay BearingPoint $23 million out of disputed bond funds to resolve the litigation.
Recovering $2.1 million on behalf of Regency Outdoor Advertising from the Community Redevelopment Agency of Los Angeles in a case brought against the CRA because of its refusal to approve applications to construct billboards submitted by Regency. Mr. Turovsky obtained a decision from the Ninth Circuit Court of Appeal in favor of Regency, which preceded the favorable settlement.
Successfully defending the constitutionality of a statewide ballot initiative involving gaming from multiple pre-election legal challenges filed by Indian tribes in the California Supreme Court and California Court of Appeal.
Successfully recovering a seven-figure judgment against the State of California on behalf of prominent recording artists in a tax refund case.
Successfully defending an entity charged with campaign law violations, where the issue was the amount of the penalty to be imposed for the violations. After a trial before an Administrative Law Judge, he successfully limited the penalty to approximately 8% of the amount sought by the agency.
Obtaining a writ of mandate compelling a registrar of voters to credit disputed signatures gathered in support of a ballot measure.
Successfully defending a Municipal Water District in an action alleging the illegal expenditure of public funds.
Obtaining a defense verdict for an international developer in a multi-year arbitration over the development of a hospital, in which damages of approximately $10,000,000 were sought.
Successfully defending a pension trust in litigation arising from one of its real estate investments. The case was dismissed on summary judgment motions, and all attorneys’ fees were recovered as the prevailing party.
Successfully prosecuting a case on behalf of a motion picture production company for breach of contract against a production company and a producer.
Heading a statewide team of lawyers (along with co-counsel) retained by the Kamala Harris for Attorney General campaign for the post election ballot review and any residual litigation arising out of the close race for California Attorney General.
Mr. Turovsky has served as campaign legal counsel for candidates for and individuals holding city and state elective office. He served as California legal counsel for Clinton 1996 and Gore 2000. Participated in postelection recount activities in Florida on behalf of Gore 2000.
