Samuel R. Woodall III

Sam Woodall is a partner in the Firm’s General Practice Group. He represents a variety of clients before the U.S. Congress, as well as executive branch and federal financial regulatory agencies. Mr. Woodall has participated, on behalf of the Firm’s clients, in the Congressional deliberations leading to enactment of the Gramm-Leach-Bliley Act (1999), the USA PATRIOT Act (2001), the Sarbanes-Oxley Act (2002), the Financial Services Regulatory Relief Act (2006) and, most recently, the Dodd-Frank Wall Street Reform and Consumer Protection Act (2010), as well as the regulatory implementation of these statutes. He has also advised the Firm’s clients in connection with federal legislation and regulation governing student lending, industrial banks, private equity firms, and Government Sponsored Enterprises. Mr. Woodall came to Sullivan & Cromwell from Capitol Hill, where he served on the staff of the Committee on Banking, Finance and Urban Affairs of the U.S. House of Representatives.

Mr. Woodall received the Burton Award for Legal Writing in 2011 for his article “Introducing Dodd-Frank,” co-authored with Sergio Galvis and published in Latin Lawyer.
