Scott A. Harman

Scott A. Harman is of counsel in Steptoe's Washington office, where he is a member of the Regulatory & Industry Affairs Department. He is part of the firm's Energy and Natural Resources practice group.

Power Projects
Mr. Harman has extensive experience in structuring the contractual arrangements required to organize, finance, and implement natural gas and electric projects. He negotiates agreements to organize partnerships or other entities to develop projects. Mr. Harman has substantial experience drafting and negotiating long-term power purchase agreements for power plant projects. He negotiates financing agreements and third-party consents with project lenders. He structures and negotiates security arrangements between projects and their customers. Mr. Harman counsels clients on the implementation of project contracts. He also advises clients on the termination of project agreements, and negotiates settlements arising from such terminations.

Regulatory
Mr. Harman represents clients in hearings and other proceedings before federal and state energy regulators. He represents clients before the Federal Energy Regulatory Commission in matters arising under the Public Utility Regulatory Policies Act and the Public Utility Holding Company Act. He has represented energy clients in proceedings before state utility commissions in New Jersey, Maryland, and Oklahoma.

Power Marketing
Mr. Harman negotiates agreements for the short-term purchase of electricity from power marketers. He also advises clients on a variety of other contractual and transactional issues.
