Stacy A. Mitchell

Stacy A. Mitchell joined the Cherry Hill office of Cozen O’Connor in May 2004. A member in the Business Law Department, Stacy focuses her practice in environmental, energy and public utility law.

Stacy’s practice includes environmental litigation, compliance counseling, permitting (air, water, waste, CAFRA, wetlands, pinelands), penalty assessment negotiation/litigation, Brownfields redevelopment and cleanup cost recovery. She also manages the environmental/land use implications in real estate and M&A matters across the United States. Stacy further assists clients with applicability and compliance requirments relative the the New Jersey Industrial Site Recovery Act (ISRA) and other state analogs including the Connecticut Transfer Act. She also assists clients with voluntary environmental audits to assess environmental risk, identify compliance issues, and undertake corrective action.

Stacy also represents utility clients in all aspects of public utility law including adjudication of base rate and clause proceedings before the New Jersey Board of Public Utilities and Office of Administrative Law.

In addition, Stacy has a wide range of experience involving energy transactions including transactions involving the development, operation and financing of independent power projects. She has also represented independent power producers, developers and operators of cogeneration and renewable energy facilities.

Stacy received her Bachelor of Science degree in environmental studies from Richard Stockton College of New Jersey in 1997, and her law degree, cum laude, from Rutgers University School of Law in 2000, where she was a member of the Environmental Law Caucus and the Delaware Valley Environmental American Inn of Court. Stacy is a member of the East Greenwich Combined Planning/Zoning Land Use Board and Environmental Commission as well as the Society of Women Environmental Professionals. Stacy is also a memeber of the New Jersey Bar-Public Utility Law Section (PULS).
