Stephen Gallagher focuses on bankruptcy, commercial litigation and bankruptcy litigation, and has been recognized as one of the nation's best bankruptcy law attorneys.
He represents clients in a variety of matters in federal and state courts, including:
creditors’ rights;

software licensing;

contract disputes;

eminent domain;

construction matters.
Mr. Gallagher is recognized in The Best Lawyers in America (2007 to present) for Bankruptcy and Creditor-Debtor Rights Law. He represents creditors and distressed corporate entities in complex Chapter 11 cases and other bankruptcy matters.
He has also represented technology companies, government contractors, not-for-profit entities and trade associations in corporate, litigation and bankruptcy matters.
Mr. Gallagher's clients benefit from his practical business approach and seasoned, goal-oriented methodology in resolving disputes.
Significant Matters
Mr. Gallagher has represented debtors in the bankruptcy cases of Ceyoniq, Cello Recordings, National Spa and Pool Association, CPOR and International Society of Fire Service Instructors; the Creditors’ Committees in Securiguard, Inc. and Network Storage Solutions; as well as creditors or bidders in corporate Chapter 11 cases such as Global Crossing, Winstar, Ameriserve, IT Corporation, Aleron, Pathnet, TalkingNets, Levitz Home Furnishings, Computer Learning Centers, US Airways, Storehouse, Magna Entertainment, Baring Point, LandAmerica, Circuit City and Capmark.
Mr. Gallagher represented the District of Columbia in eminent domain litigation relating to the acquisition of land for the Washington Nationals Major League Baseball stadium (District of Columbia v. 521,025 Square Feet of Land In the District of Columbia).
He prosecuted the rights of a major government contracting firm in connection with breach of contract and breach of representation claims against a seller of corporate assets.
Mr. Gallagher served as interim assistant general counsel for a technology company, and continues to serve as its outside counsel.
He represented a government contracting firm in claims involving breach of employment agreements and tortious interference with contracts.
Activities
Mr. Gallagher serves as a Citizen Appointee to the Board of Trustees of the Fairfax County Police Officers Retirement System.
He is President of the Walter Chandler American Inn of Court in Washington, DC.
He served on the board of the Virginia State Bar's Clients' Protection Fund from 2004 to 2010, and was Chairman of the Board from 2005 to 2007.
